My apartment complex has been testing the fire alarms all week. on and off all day long. One time they were on for an entire hour and there were no notices on the doors, in the elevators or in the stairwells. I got dressed and went down to the office to see if we were evacuating and they said that it should have only been the other side of the building. But it is a daily occurrence! How are we supposed to know when there is really a fire in the building and they aren't just crying wolf?!?

The fire department should have water trucks that are full of water that can be pressurized and used for fire fighting you hope! Some homes are at risk because there is no way to get water to them. I would contact the fire department and talk about this with them if you are worried. Most likely they have a plan to protect your home.
Yes they can. Even though the fire department has water tankers any available water source is useful. There are ways to increase the hydrant pressure to pump pressure. Its the same if you have a swimming pool. If there is a fire the fire department can use that water by using suction hoses :]
No. They can ask you, but they are not allowed to use anything in your property without your consent. The fire hydrants on the sidewalk corners are the city's property, so they can use it for free. But you should allow the fire fighter's to use your hydrant, you might be saving someone's life.
right here in GA they can tow a vehicle out of your backyard if it does no longer run or does no longer have as a lot as this aspect tags and insurance. notwithstanding the hearth dept has no longer something to do with ticketing a minimum of thats the way it is right here besides. A city authentic places a fee ticket on the motorized vehicle then it receives towed away. that's effed up i understand. yet you should call the city or the front table on the police dept. and ask them what desires to be performed.
