Yes, quartz can be perfectly clear. It doesn't matter if it is another color. Flint and other cryptocrystalline quartz rocks also make good arrowheads. Obsidian was a popular material for arrowheads in the western U.S. Quartz isn't worth much. Arrowheads can be worth a bit, but are not highly valuable.
