Not normal. Its probably oil. Change your oil, and see if the liquid changes color at all. check your oil color, if its black, its time to change it anyways. Could be bad valve guides.

Not sure if you can get one from the tire manufacturer. You can get it through HD, as an addition to the Extended Service Plan. It doesn't cover normal wear, but will cover the wheels as well as the tires.
Not to the best of my knowledge. I suspect it would depend on the SHOP offering a road hazard policy rather than the tire makers. The shop would to have actually change the tire out. And most tires are not purchased from tire shops but from motorcycle shops.
