Reuse. when tightening tighten just past snug, turn water on, tighten until leaking stops.If you over tighten it will leak.
You buy a special tool to remove it. I have two different tools to do it, but was not able to find either with an internet search. Try a plumbing supply or good (not big box) hardware store. But you can re-use the old nut ferrule (compression ring), as mentioned above.
You can use a little plumbers grease on the copper.
They are called low riders.
