I'm referring to the explanation about how gravity is the curvature of space-time.For a concrete example there'll be a two objects (sheets) that has different masses. It's not clear from your description, but it sounds like the leak is on the downstream side of the pump, which means it is seeing the output pressure of the pump. There should be a plate on the pump that gives the operating pressure. Since you are just circulating water in an open tank, the pressure is probably something like 10 or 20 psi, but tape is not likely to hold. You need to get in there and find out exactly what the problem is. If could just be a matter of tightening a fitting. If there is a hole somewhere, you need to replace a fitting or section of pipe. If you don't do it now, it will just get worse and you will have to do it later..
The best solution to stop the fire is to put water on it. I would say everything that can be done is being done. The fires are going to burn and nothing can be done unless an army of about 300 water carrying planes show up, which isn't going to happen. The best thing the government can do is provide more resources if needed and available, and sign checks.
You are probably paying and extra $3,000 to have the directional boring done, is there a reason your not just doing it in an open trench?
