I am betting that somewhere in your lease, it allows the apartments to hold you liable for your guests. Your party, your guests. If they have them on video, see if the culprits themselves will cover the damages, if not, take them to court and get them to pay you so you can pay the apartments. That is actually a state offense (setting off fire extinguishers in a public place) I am surprised they weren't arrested on the spot.
Yes the steam from cooking or from hot showers can set off smoke alarms, that use photoelectric detectors. They detect smoke because it skews air (imagine how straw look in glass of water) and since the steam does the same it can trigger the alarm.
