I'm not Carpenter or Construction guy but. For the sake of arguement I do believe it can be done, not great, but it will provide shelter. Begin with a Concrete slab, Stack and lay out the pallets in a Square or Rectangle leaving space for a door. secure the pallets to the Concrete, apply sheets of Plywood all around, For the roof you could butt pattets together and make supports to hold it up. fill inbetween the pallets with newpaper or other filler for insulation, plywood the inside for walls. Etc, it's just making a box and covering it, Hey, it's survival 101
Pallet wood has no structural rating. Besides that, it would be pretty hard to build anything (other than a birdhouse) out of wood that is no longer than 4 feet.
Microwear analysis of the Mousterian stone tools used by the Neanderthals show that many were used to work wood. The development of civilization was closely tied to the development of increasingly greater degrees of skill in working these materials.
pallet wood is the bottom of the bottom. it is the worst left over wood in the world. if you try to cut it and re-use it you will regret it. if you really have to use it, keep it intact in the same way it was delivered
