Call Animal Control, not the cops.
I would tell the neighbors to come get their dogs. Tell them nicely that if it happens again, you will be calling AC. Explain that you can't have them in their yard because of your own dog and child, and want to save them the cost of retrieving the dogs from AC, but will be forced to call should it happen again. It's best not to make enemies of your neighbors.
Document the dogs in your backyard. Take pictures and a video on your phone of the incident. I would also document the fence issues. You could call the non-emergency number for your local police department - they'll probably ask if you want to have an officer dispatched to your location. If the dogs are gone by that time you can show the officer the video of the dogs on your property. I've found Animal Control to be pretty much useless. I've called them before about a stray cat yowling for days in the field next to my house and they told me cats are allowed to go wherever they want, they could not help me, and if they sent someone out there to collect the cat there would be a fee. I was forced to find said cat, who was very nice (I'm positive someone dumped her), a new home because she would have died had I left her and tried to ignore the loud cries she was omitting. Like I said I would just call the non-emergency number for your local police department instead. Have them document the issue and see what can be done.
