There is no such entity as The Internet- that's just an illusion created by some really good planning. Each ISP really runs their own local network. You have several computers connected together by routers (controlled by the ISP). Then, your ISP's network is connected to other ISPs' networks and that lets you reach the rest of the world. All your ISP has to do is bandwidth throttle on their routers- they know which modem is yours, so they can look up what speed to allow that modem.
