I have a pair of Rokit Powered 5 speakers hooked up to my TV going from the cablebox, out RCA, to quarter inch inputs on the speakers. Is there a way to control this volume with the cable box remote?

If you really want to save money, you can play the cable through either a VCR or a DVD player. Connect the yellow, white, and red video and audio RCA plugs from the cable box to your player. Go to the video setting of the player on the TV (for my VCR it is AV1, for instance). Then select the cable channel for the channel selection on the DVD or VCR player (usually this is channel 3). You will be able to select the volume of the cable through either the VCR or DVD player. Best regards.
Only if the audio output jacks on the cable box are variable --- and it would seem from your description that they are Not. There are accessory remote volume controls. One example is the MCM 50-8394, regularly $60, but currently on sale for $37.
