Its illegal. Fire extingiuishers can not be inspected by just anyone. And definitly not a secretary. Health and saftey Inspectors upon finding about what is happening them can fine the business. If someone dies in a fire and the investigation finds out that the extinguishers had not been properly inspected by a qualified person. The Boss can be charged with manslaughter.
