Hey how is it going. To answer your question it is mainly a cost to risk ratio and looks. Smaller buildings are less likely to be hit depending on the design and material they are made of. To properly protect a building from lighting usually cost more than people would be willing to pay. The amount of copper needed and the work required to route it properly to a rod in the ground is very expensive. I do this type of work for the FAA. Also it can be an eye sore and needs to be maintained for corrosion. They is the main reason smaller buildings don't install much anymore.
