Depends but most likely no. its very hard to get all the way in their so that it will start. if it does start it will not turn. a person even a child is most likely too heavy for it to even move. the belt will slip. yes it could get hot but if the drum is not turning then it will probably shut down(safty fuse, motor overload etc) However things can happen it could turn in which case you could be bludguned gas dryers could afixiate you heat could burn you an overload could electrcute you and so on. dont do it.
why does it matter that you don't have a drive way but do have a hydrant? In any case, I doubt you can move the hydrant, the city likely has to have a certain number of hydrants located throughout the city
