Is there a new wobble that wasn't there before? Did you remove any weights during the process? If so, then I'd say yes.
No and Yes, the possible thickness variations of the paint is negligible in effecting the balance of the wheel. You should only balance the wheel when there is a tire fitted. The term wheel balance or tire balance is taken to literally, what it means is to balance the tire fitted up on the wheel. If a tire is removed and refitted on the same wheel then take the weights off and re-balance the wheel, the tire won't be back in the same position it came from. There is no tires that are balanced in their construction. So a re-balance is required if you did the paint job by taking the tires off. Hope that helps.
