I'm not familiar with mounting photographs, but if you copy them onto regular paper, Mod Podge is permanent, non-yellowing, and water proof.

contact cement would cause your photos/pictures to discolor and fade. use photo glues by glu tac. but then your using it for a jigsaw puzzle which means it has to be durable enough to prevent peeling and scratching. so i suggest you go for cobalt wood resin laminate. prepare your wood substrate by dabbing diluted wood glue and pasting the photo into it. use a rubber roller to remove air pockets. let it dry. prepare the cobalt resin by mixing 2chemicals like epoxy. stir slowly not to create air bubbles in the mixture. pour at the center of the photo then cover with plastic. use a roller squidgy to spread the mixture evenly on the picture. it take a few seconds to dry so spread it quickly. cut off excess resin with a knife then sand the edges off. peel the plastic when your all done.
