I have a 400 watt power supply is that enough for gaming? And I currently have the pentium g3258 cpu, and I want to upgrade, what can I upgrade to that is better but won't kill my bank I only have around $150 to spend on one

depends on the system required wattage total. find the wattage for all the devices and add them up if it is more than 400 watts then its not enough. some GPU cards can take 150 watts by themselves add a cooler and extra fans or a 2nd sli card and your max you power supply with out including the dvd or the readers or the mother card processor and its cooling the case cooing. corsair 750+
A 400W is baaaare minimum. Most of the higher end video cards require a 500 or 550. Processors haven't changed enough to make significant changes. That processor is on part with the Intel i-series (i3,i5,i7) for gaming purposes and while you could upgrade it, you wouldn't see a significant change. I have an i7 2600K that is a few years old now, which performs comparably to your processor, and I play Fallout 4 on maxxed graphics at 1080P with 4k texture mods and downscaling. It's really all in the video card.
