does the fire department fix fire hydrants?

when I was on my way to a restaurant for breakfast I saw a fire hydrant laying on the ground I think from a accident and I was wondering if the fire department will do the repair or if the city will fix the fire hydrant

A racist conspiracy - oh boy, someone is really scraping the bottom of the hoax barrel. One - there isn't enough reflective material on Earth to cover something as large as the moon. Two - it will only reflect sunlight when the sunlit side of the moon is facing us, so while the moon may be brighter than today it won't be full all the time (so what is the point). Three - there is no way with our current technology to cover the entire side of the moon facing us in reflective material (do you realize just the side of the moon facing us is 0.037 the area of the Earth, that's about the size of of Canada, and the US combined). Four - meteors hit the moon all the time (no atmosphere for them to burn up in) so that reflective material would be full of holes and covered in opaque dust in no time (and maid service to the moon would be a MAJOR expense).
Maple Chase does make smoke and carbon monoxide detectors, however they also make thermostats and other electric controls. A smoke detector or carbon monoxide detector is not a box shaped thing, unless it is a separate alarm of some sort. The actual detectors are round. They are round for a purpose. That purpose being, so that they are easily identifiable as smoke and carbon monoxide detectors. Just so folks like you can identify them. My guess would be that it is a thermostat or some other type of heating control that is drawing a lot of electricity through it. Try cutting the heat off and see what happens. If that is what it is, have it looked at, because even that shouldn't be vibrating or humming.
Its a sampler,. part of the HVAC control system. Its taking temperature humidity samples. Leave it alone. The only time you should be concerned with it is when its NOT working.
