I would say yes, but I dont know what state you are in and what the requirements are. I would call and ask if they need to be working to get the inspection done.
It's illegal to not have wipers. So if they don't work. that might be a problem. If the arms don't move, try going to a local junkyard and find a different windsheild wiper motor.
Inspection for where? If its a collector you dont need them!
