You can not start a fire by setting anything on top of a heating vent. Your room might get a little cold in the winter though. The do make plastic diverts. ( which are really cheap) that you can set over the heat vent to direct the heat out from under the bed. Of course you would have to pick up all your dirty clothes from under the bed for it to work.
