electric ceramic stove top?

is it normal for a electric ceramic stop top burner to heat up and then die down when boiling waterI would assume when boiling water that it would have to stay on (be red) the entire time if on high? I'm thinking there might be something wrong?

It will cycle on and off because their is a sensor element right below that glass to prevent the glass from becoming too hot which could cause thermal crackingIt should still boil the water though in a matter of minutesYou didn't say if the water was actually getting to the boiling pointIf not, then yes, something is wrong and is probably the sensor cutting off the burner too soon.
