exercise to lose weight?

alright i know this might seem like such an amateur questions to all you pros out there, but i've wanted to slim down a bit, and i've been eating right and exercising every 2 to 3 days. the problem is i don't want to gain any muscle, i just want to lose the fat, especially in my arms. unfortunately, i have been becoming more muscular in my legs, abs, and arms. my legs and abs i don't really mind being muscular because i think it looks good even on women. but my arms are getting bigger and i don't like it. is there any way i can just lose the weight without gaining muscle? am i doing something wrong?this is my exercise routine. running for about a half hour (about 2 miles), and 3 sets of the following: 10 pushups, 20 crunches, and the 10 fire hydrants for each leg (glutes workout). i'm just getting started, don't judge lol.please critique! any input is greatly appreciated.

only things like that that I have seen are perm rods.same idea but I suppose it is different if they are new.
