lets say u have a wheel on an axle. if u put a N pole of one magnet on the bottom left of that wheel, and another N pole of a magnet on the top right of that wheel will the wheel spin? and if it doesn‘t then when u give the wheel a push how long will it be before it stops turning?
The force of repulsion between the magnets passes through the center of the wheel, so no tangential force could be generated. Also, there's that whole action/reaction thing that might screw up your theory.
