Answer:

Teach her to use non-toxic cleaners. The fumes are bad for her and she will get sick. You have to better supervise a child that age when she is doing that kind of work.
RF shielding is commonly a thin piece of metal that is placed between a circuit board and other circuit boards or electronic equipment or is thin metal placed on a casing that contains the circuit board. RF shielding helps prevent any interference with the circuit board. RF shielding can probably come in many forms. There are shielded cables, where the shielding protects the data in the cable from being changed by some outside noise and protects other things nearby like radios from getting noise from what is travelling in the cable. There is shielding in computers so that the noise made by the electronics in the computer don't get out and disturb radios and other devices that are made to accept radio signals with a form of data on them that is meant to be changed back into something that we humans can hear or see. There are shielded rooms where testing is done either to keep noise out or in for similar reasons as that above.
If you are concerned about her health and hygiene maybe it is necessary. I dont wear a mask but gloves must be worn. Any strong good gloves can be found at your close supermarket. You wouldnt want any harmful substances like bleach or detergent getting on your skin. If it is a quick clean its ok but If she will do a big clean and wash up a mask would be good. The smell gets really strong and aweful. So yes I prefer you make her wear both gloves and a mask for her safety! ;D
