Have you checked for blown fuses? Relays? This should always be the first step for diagnosing electrical issues.
Check to see if the wiper blades are frozen to the windshield. Use your hand to lift them away from the windshield. If they are stuck then run the heater inside the car and that will warm up the windshield enough to unfreeze them.
