No because water and oil dont mix it wouldnt be able to put out the fire but maybe break it up into smaller parts. Its just how life works. Most people use sand to put out fires like that.
No, TV's don't typically come that way, although it wouldn't be all that difficult to do. Lots of laptop monitors have cameras built in. Hmmm you just gave me an idea!
