Help! Heat is coming out of heater, but heater is set to off?

I just moved into a new apartment, older apartment, 2 weeks ago. This morning i woke up to something stinky like fumes. Turns out there is heat coming out of the heater, but we have the heater set to off!I called Landlord but he didnt pick up.Is this dangerous? Can the apartment catch fire? I am sort of freaking out right now, plus i dont want to have to pay the heat bill!! Should i contact the utility company as well?Ahhh
