2 of my friends were killed in a house fire last week, there were no smoke detectors in the house, it was a rental. the landlord says he did nothing wrong and that there were alarms in the home, the fire dept says none were there.is the landlord going to be charged with something?

You are correct that it has rusted from the inside. The pipes used were only coated on the outside, not the inside. The rust is caused by chemicals in water or even acidity in water. Stainless steel pipes would have been a better choice as the are coated on the inside. possible best and cheapest replacement would be plastic piping.
pliers / vicegrip / small nail heat source hold nail in pliers ,heat till it glows red and press through use dry ice it will immate smoke and not set off alarm WHEN U OPEN THE WINDOW THE COLD AIR WILL ENTER AND DROP TO THE FLOOR AS IT IS HEAVIER THAN THE WARM AIR IN SIDE ,IT WILL FILL THE ROOM IN A CIRCULAR MOVEMENT PUSHING OUT THE WARM AIR PLACE THE TIMBER CLOSE TO THE WINDOW AND THE FAN BEHIND IT AT THE WALL AT AN ANGLE TOWARDS THE CELING THIS WILL SPEED UP THE COLD AIR CIRCULAR DIRECTION ,
