I am in MN and we have several Reservations and if they issue tags I've never seen them. Tires - people in the pacific NW don't ever deal much with snow so panic sets in. My relatives that live out there indicate tire chains are something you should have in your trunk when the weather gets bad. Touring tires work for rain too. My favorite subject in Portland other than the crummy weather and no sun is driving and road notations. THE HIGHWAYS SUCK. They are poorly marked - and many times you have to go way south to go east or west. Not a lot of advance notice of on and off ramps and to get from one place to another it many times is faster to use some of the back roads. My advice - get a good city map and map out all the different ways you can get from point A to point B. If you are a nervous on and off ramp driver - stay off the freeways until you are more confident. Hope you are going for a good job.
