If heated, any glue and/or PVC will make you sick. If it will not be heated I would say Aquarium silicone would give the best seal and still be clear.
I am having a hard time believing that your alarm system is so generic it does not have a brand, much less a make or model. Perhaps i can tell you where to look: On the circuit board inside the box where everything is wired holds the answers to what type of system you have. Sometimes on the inside of the door of the box is a sticker with the wiring diagram that reveals the make and model of alarm system. What i am getting at is this, keypads for alarm systems are not universal. You will not be able to replace the knackered one without knowing the info inside of that box. Also, if you tell me what is written inside of the box, i can find your keypad for you and tell you the part number you need and maybe even a site to buy it from. let me know.
