Did they quote the federal regulation to you ? I never heard of that one. Get the manual for the car and find out what electrical circuit powers the alarm system, then remove the fuse that powers the alarm system. The only thing I can figure is that your car comes with a backup alarm, and if the entire alarm system is disabled, then the backup alarm won't work either. But I say first disable the entire alarm system and see if the problem continues. If the problem continues, then it's not your alarm system, it's something else.
