the question reqires a chemist's mind to give answer.what is the ion level and electron level chemical reaction taking place when we put cement-sand paste on a brick wall.please answer for the understanding of a layman?

Answer:

Cement contains CaO, a.k.a. quicklime, which reacts very quickly to make solid products with the other materials in cement. It is not found in nature.
I think you are missing a few of the ingredients in the cement mix and their function. Cement is not made up of just powdered rocks and water.
cement isn't as strong as say Sandstone, you just add lye and it forms a temporary bond in about 100 years that bond is lost and the mortar crumbles
