we put peel off tiles as a backsplash in the kitchen they wouldn;t stick so i put contact cement on the wall still wouldn;t stick but now i have some patches with glue on my wall
Im not a pro here or anything, but it sure seems that the logical idea would be for the Landlord to make sure everything is good and running, and not to let you buy it while he knows something is not working.

Speed bumps will damage and car that goes to fast on it. Lamborghini's need to go under 5 mph where as the average car can go 10 mph on them. If you ask me, it's a design flaw on the Lamborghini's part.
It is completely a local law issue. In my area smoke detectors are required to by hard wired or contain 10 year lithium batteries. But in other areas, smoke detectors are required to be provided, but the power source is the responsibility of the tenant. It is a lot like light fixtures, in the sense that if the bulbs burn out while you are living there, you need to replace them.
