a massive volume of water will instantly put out an oil fire because the fire will be starved of oxygen. oil does not burn UNDER water. the problem is that water sprays used in fire hoses are instantly turned into steam by the extreme heat generated by burning oil. the exploding steam wll shower burning oil droplets in all directions and spreads the fire. to starve oxygen from an oil fire you need chemical or dry fire extinguishers that dont allow the fire to spread while still starving the flames of oxygen.;
