I was never aware it was illegal to park in front of or with in x feet of a fire hydrant ONLY if it was painted red. That's a good one though, the paint is faded so it must be legal! So far it is the old guys fault you parked there, then it is the other neighbors fault you parked there and then it is the police fault they hadn't given tickets for 2 years. Common sense tells me that even if the paint is faded or gone it is still a hydrant. You block it, take the ticket like a man and pay it.
Read you driver's manual. It is illegal to park in front of a hydrant, period. The existence of red paint is not necessary. You admit yourself that the curb has traces of red paint anyway, so you KNEW it was a no parking zone. The no parking zone is indicated by the hydrant, not by how much red paint still exists.
Couldn't everyone just dress in layers? :p I know you've probably already thought about that but it seems like that'd be the easiest way to keep everyone warm. Blankets could also help to keep everyone warm.
Yes, you can get a ticket for it. The ticket is because you parked in front of a fire hydrant, which is illegal. It's not because you parked on a curb spray painted red. The civilian probably just wanted to make sure that people noticed the hydrant was there, but his actions have no effect on whether a police officer can give you a ticket or not. You are still not supposed to park within (I believe) 15 feet of a hydrant for safety reasons in case of a fire.
