Answer:

Those wheels are non-machined. A machined wheel will not have paint on the braking surface and will instead by shiny metal often with grooves running the outside circumference of the wheel. You can still use a brake on a non-machined wheel, but just know that the paint will eventually wear off of the area your brake pads contact. Also, non-machined wheels will have a small seam where the two ends of the rim come together, and at first this can cause some extra noise and braking might not be as smooth as a machined rim, but I never thought it was much of a problem. Plus after a bit of riding the wheel will basically become machined by your brake pads and they will brake smoothly.
Real track bikes do not use brakes. Those wheels are not machined. They are painted rims so the brakes are going to wear off the paint. Machined wheels will have a shiny metal braking surface.
