How close is the nearest fire hydrant from your home?
Call your city/town and ask about the codes about the detectors. Who's responsible for the cost and installation? Where are they to be placed? Go back to your landlord with the info. You really couldn't figure THAT out on your own? You risk causing a rift with the landlord. If you really like the place and plan on staying a long time, maybe you should just buy and install them yourselves OR offer to split the costs. They are easy to install, BTW. BUT FIND OUT WHERE THEY NEED TO BE
Good luck. We have Websense here at work too. Just about every site I used to be able to access is now blocked. Even sites that are definatly NOT 'dating and personals' sites. It just blocks everything. It blocks sites that it says are 'Games' too but they are not games, it just might have the word 'game' in the description. Same way with blogs. If a blog site says 'personal' it will block it as a dating site. I'm in a Christian group that is blocked too. The site says, Your personal relationship with God so its blocked Geez.
