You could get your puppy a Kong- Kongs are strong rubber toys with holes in the middle in which you hide peanut butter and bits of cookies. The dog, wanting to get to the treat, gnaws and licks at the toy. It's definitely good for keeping a bored, destructive dog busy. Best of luck!
The only reason not to use CO2 I can think of is when there are burning metals, like magnesium involved. Magnesium (and other high temperature) fires create carbon monoxyde when one uses CO2.
