How do i pick the measurements for my wheels?

I‘m thinking about putting together a bike but i dno which wheels to get for which forks. Can someone tell me what all the measurements on the wheels are plz. on some of the halo sas wheels im looking it says 24 (wheel size) 10mm (???) 48h(spoke holes) and can someone help me on what Qr means? :)

That is going to depend on tires more than the make of bike.
The rider makes the most difference. The tires make the second biggest difference. Traction control? ABS brakes? What else? That's all the crap that has turned the cages into what they are today! It's not safety, it's lack of training - and lack of responsibility for one's own actions!
QR stands for Quick Release which means the hubs are secured in the dropouts with quick release skewers and not bolts. 10mm is the axle size that goes into the fork or rear dropouts. This is pretty much standard. The exception is downhill bike frames which often use 12mm axles to take the abuse they are subjected to.
Wheels are chosen for the type of bike you are building, a detail you have omitted. For example, most adult mountain bikes use 26 wheels, except for the 29'r s which use 29 wheels. Road bikes use 700c wheels most of the time, and most BMX bikes have 20 wheels. Once you have decided what type of bike you are building, choose the appropriate wheel for the frame you buy. Forks will have to be matched to the frame, both wheels should be the same size. QR refers to a quick releasewhich allows a wheel to be removed by flipping a lever to loosen the wheel in the frame
10 mm is the diameter of the axle. Wheel is 24 in diameter. Wheel is built with 48 spokes for extra strength. QR means quick release instead of using a nut to secure axle to front forks or rear drop outs. What kind of bicycle are you building? 24 wheels I believe are used on oversize BMX bicycles. Most BMX bikes use 20 wheels. Road bikes use 700c wheels and majority of mountain bikes use 26 wheels. Hope that helps.
