i know that you are supposed to rub the lightning rod but it doesnt seem to work. do you rub it up and down fast, slow, or what?

Here are some things to consider: Do you have a fireplace burning.smoke leak? Others in neighborhood burning firewood may get smoke to your attic and seep in to your house. Change all air filters in furnace- Intermittent current to house could (why do you have batteries if they are all connected to electrical system) be causing them to go off. Go to BRK Electronics and call 800 tech person.
You said they were installed in May of 2004. You did not say how old they were. The manufacture date is on the back. These may have been on the store shelf for a year before they were installed. Go to the manufactures web site. Most likely they have a 5 yr warranty and should be replaced (all of them) after that time. There are some on the market that have a 10yr warranty. They are not cheap.
In a perfect world, kids wouldn't be playing in the streets and drivers wouldn't speed in residential neighborhoods. However, that is seldom the case in most neighborhoods. The speed limit in my neighborhood is 25 mph, yet most of the cars do at least 35 to 40. And almost all the kids under the age of 10 regularly run across the streetsusually WITHOUT bothering to look for cars. BUT your question is: is it right for parents to petition for speed bumps. And the answer is yes. It is America and they can petition for whatever they want to! That doesn't mean they will get it or that it is even practical. All you can do is obey the speed limit and look out for kids not being careful and advise your friends to do the same.
I went to their web site and I would suspect you have a problem with the interconnect between the detectors. As one suggested, contact the installer or company for help. It will take someone with experience with their system to further troubleshoot and repair.
