Question:

How do you avoid frozen pipes?

My neighbor wants to wrap insulation around outside pipes, I think it's better to leave a trickle of water running to a faucetWhich is better? Is there yet another best alternative?

Kind of depends on how cold it gets and some other factorsIf it gets really cold, you'd need a lot of insulation to stop freezingIf heat tape is possible, it's practically foolproof.unless your power goes outA trickle of water is pretty foolproof too unless your drain is vulnerable to cold, though of course it can up your water bill, or the electric bill if you're on a wellAnd then you have to make very sure nobody gets up for a glass of water in the middle of the night and shuts it off without thinkingIf it's possible to box in and insulate the area that's likely to freeze, you could keep a light bulb or small heater in the box as long as that is safeI have to do that at my houseThe heater is on as low as it can be and is the kind that shuts off if tilted, and is sitting on concrete.
order pizza, rent movies, watch TV, go for a walk if the weather is going to be nice, clean up, cook or bake something, etc etc
