Don't put clothes on your cat. That is silly. They come with their own natural clothes, it is called FUR!
Scientifically lightning could and probably does strike twice (as others have explained far more eloquently than I could) But I think you are asking about the expression - and that it is to do with the probability of say 2 separate lightning strikes on different days/storms hitting the same place. Not a very high probability, I'm sure, hence the expression.
My Scrappy has a wonderful selection of hats, rain coat, sweater, and holiday ware. She is fine with the clothes, but one thing to remember is if your cat is outside remember she might get snagged on something or caught in a tree and if it does not have a easy release if they do get caught that could end up horrible. When Scrappy has her wears on she is in eye sight. She goes outside with me, but has her harness and leash on so she doesn't wonder off. I had to buy her a new harness because the old one didn't have a safety release on it and she got hung up in a tree. I had to lift her so my husband could undo the clip. Never again.
