Answer:

The burning Jet fuel will simply float on the water and therefore quickly spread with the flow of water. CO2 and Foam generation equipment are main fire fighting substances in this case. Being heavier than air, they blanket the fire which excludes oxygen (one of the 3 parts of the 'Fire Triangle'(Fuel, Oxygen and a form of Ignition).
Use flashing cement to patch any cracks. It's thick and you apply it with a trowel. When it dries it becomes like rubber, and is very tough and flexible.
Flat roofs with rubber membranes are easy to puncture. Do not use anything that is petroleum based. The rubber membranes will be destroyed by the petroleum. Use a latex caulk to fix small punctures temporarily. The latex caulk will set quickly and lasts long enough for you get it repaired properly. UV rays will degrade the caulk over time so you will need to have it fixed before long, but it will suffice for a few weeks or even a few months. Make sure the membrane is dry before applying the caulk. When the membrane is being repaired, it will need to be cleaned with a solvent especially designed to use with it. Once it has been cleaned, an adhesive made for use on the membrane is spread on it and a patch much like a bicycle inner tube patch ( but bigger) is applied and pressed into place using a roller tool that will push any air bubbles out.
