You can if you have a muffin tinIf not, the liners aren't really strong enoughIf you are desperate try using 3 instead of one and placing them in a pan with sides pretty close to each otherYou might not get a perfect shape but that should keep them from spreading too much,
Yes, you canAluminum liners just work a little better at keeping the cupcake or biscuit from sticking to the panAnd they are easier to peel off too.
As for the outside, (the stuff that makes your rocket look good), you can use old Thin Cardboard tubes from empty/old fabric tubes and of various Diameters - (Sprayed with silver or other Colour) - or thin walled Aluminium tube(old Aluminium cans that are empty, but MUST check details on the cans){like aerosol cans etc.} You could put a/some Small CO2 Soda Siphon canister/s in your rocket and arrange to set it/them off by either piercing the SEAL or melting it(the short sealed end)The pressure in the small canister is enough to give you lift off I have many other ways which are nowadays a little more frowned upon cos of 9/11 Or go to google.'rocket clubs' for your countryI'm in UK Pete.
