The police aren't doing anything because they aren't breaking any laws. If you've contacted code enforcement, they've done what they can. If the shop can prove they're abiding by the rules. Code enforcement really cant do anything. there isn't any problem with being loud during business hours. If your neighbor wants to tear down his house and rebuild it new and bigger it's going to be loud every day hes working on it for months or even years, but it's not illegal. I'm afraid with all the steps you've taken, you'll either have to put up with the noise or find a new place to live. They really arent doing anything wrong. Even if it is annoying.
