you sure you need to replace them? If the basement isn't needed for anything you could get around the problem for a couple hundred dollars, just use adjustable columns going to beams made out of 2x6 lumber in the middle of the span that's sagging/bouncing. Make sure to put the columns on a base of some sort. pressure treated lumber would probably work. You wouldn't be supporting more than the weight of the floor so this is a pretty easy DIY project. (keep in mind I'm offering general advice, I don't know your reasons for wanting to replace) For replacing its all going to be labor cost. You will probably end up sistering new joists next to the existing ones unless there's some special reason they need to be removed. The total amount could be anything from $50 per joist to WAY more depending on how much electrical/plumbing/HVAC is in the way, how the home is constructed, how many joists, and what level of professional you need/find.
