How is it that studless winter tires perform better than their studded counterparts?

I keep reading that studless are better on wet/snowy roads than studded and that studded tires only really perform well on glare ice. How could it be that if I had two identical sets of tires (one studded, the other not), the latter would outperform the former in ANY given winter condition?
