A pay loader is used to spread the earth filling materials inside the building. However, the pay loader is running over a one month old footing tie beam. It is obvious because as it passes on the portion of the beam, the pay loader elevates..How safe is the beam? I've asked the senior engineer, but he told me that the beam is safe.

One month old tie beam has already attained 100% strength, also your senior engineer says it's safe so it should be safe. Actually concretes are pretty good strength in direct compression but in your case the loader gets elevated meaning there is no fill between tie beams which can damage the beam edges, if you fill properly around the tie beams then in most cases it's safe but you should check the tie beam if it's getting pulverized or cracks then you should talk with your engineer.
