How should I glue rubber?

I've cut up an old tire into little tiny pieces, and I want to mix these with a glue to hold them all together so I have a sheet of rubber that can be turned into a pin board. What type of glue would be best for this so that the rubber sticks together, flexible enough so that pins can push through it relatively easy, and cheap enough for a broke college student. Thanks for your responses!Also, while we're on the subject, would melting the rubber tire be an option? I tried ironing with no luck. Would a heat gun get hot enough?

Suitable tools and a Basin spanner. two top hats. The top hats are fitted under the sink top onto the tap threads and will stop the taps turning when the backnut is tightened down. If you are soldering the joints, then replace the compresssion fittings with end feed fittings.
