How to bake cookies without them burning?

I've tried to bake cookies but either they burn or they stay flatAlso when I do them the top part stays softWhat am I doing wrong? Please help.

put a layer of aluminum foil on top of the oven rackthen set the pan on top of thatthe foil prevents the bottom from burning.
