I have a disabled grandson that's in a wheel chair and he can't even go out and play because of the people speeding we never see cops out either

Both, now. Certainly, though, when they were created, it was for safety. In places where weather fluctuated, clothes were used to protect from the cold. Shoes and boots protected feet from rocks and snakes and such. Clothes were also a sign of authority: if you had the time and power to gather items other than that needed for survival, you had some sort of status.
If the pounding loosens dust (or drywall compound) near the ceiling, the fine particles can set off the detector.
